Located in the middle of Radigast City is the political heart of the County of Urnst. This area is called the Administrators' Cicle and is walled off to the public. A score of green-clad Emerald Guard guard its gates.

Inside the walled circle are several buildings: City Hall, embassies to favored nations (Duchy of Urnst, Nyrond), the Museum of Arts and the Count's Palace.

At the very center of the district is Countess Belissica's magical tower.
